Tendering contract with service provider under
MCST (another solution)
Many estates carry on
tendering out job to various vendors in affair of an annual ritual. There are many reasons behind this episode
that play out annually.
Every year, there are
new council member and office bearer. Each year, this people feel the needs to
outdo the last council and with believe that the new team can do better. They believe the team will be able to save
money, find a better vendor, hire harder working crew and better management. The thought is noble and encouraging and that
is why there will be tender almost every year and in most estates.
Guideline:

Limit the tender to the
minimum.

Provide clause to renew
the contract
·
Existing vendor know
your estate and know the area that need improvement

learn your estate and to provide optimal services

Vendors just get tired of
submitting tender for the same estate with no result
Additional Note:
Work with the current
vendor through better communication.
Most of the time, the management can do a better job dealing with vendor
then any SP or council member. So the
best policy for the SP is to stop interfering with the works of the management
and allow them to do the job.
A lot of time, the
council felt that they need to watch over to keep the management clean and not
be corrupted by kick back or rebate from vendors. I think the current law in Singapore is very
strong which discourage this sort of behavior.
The penalty for violator is hefty fine, penalty and jail (The law is
different in different country especially with the enforcement of the law so
check with your management or attorney).
